Who owns (and) or runs the website "Toraor.net"?

I have only been receiving email from 'letter@toraor.net' after a subsequent blast email I sent out about a month ago notifying members that the site was down and that the issue was being worked on.

Below, I am including the SPAM email contents sent to me, and would like to see if anyone else has been receiving the same messages from this guy, who has subscribed me (and possibly others) to their e-mail list.

The following is a letter I received after I found an unsubscribe option on their website...
